§ 52a UrhG - originally planned changes for 01/01/2017

From 01.01.2017, it may no longer be possible to distribute copyrighted written works digitally via Moodle or chair websites. Until now, the compensation of authors has been regulated on a flat-rate basis by the collecting society Wort, which now wants an individual registration of the works. The majority of German universities have not joined the new framework contract negotiated for this purpose.

The following slides provide a brief overview of what the problem is and how the effects can be limited.

Latest information

The German Rectors' Conference, the Conference of the Ministers of Education and Cultural Affairs and VG Wort announced in a joint press release on December 23, 2016 that they are extending the flat-rate payment until the end of the summer semester 2017. In the meantime, they want to work out a solution for the payment of copyrighted works in everyday university life in a working group.

For us, this means: nothing will change, at least until the end of the summer semester and absolutely no teaching materials need to be removed from Moodle or chair websites.
